AVIATION RATES

| TO: | ALL DISTRIBUTORS OF AVIATION FUELS WHO FILE AVIATION EXCISE TAX RETURNS |
Under the authority of Section 40-17-31, Code of Alabama 1975, Commissioner of Revenue Dwight Carlisle, has directed that the aviation tax rates to be effective September 1, 2003, will decrease as follows:
| Jet or Turbine Fuel | $.009 per gallon |
| Aviation Gasoline | $.027 per gallon |
A supply of aviation fuel tax forms will be sent to you in a separate envelope.
