About Us

The Deputy Commissioner of Revenue’s role includes a myriad of duties and activities which are positioned to bring to fruition the plans and goals of the Commissioner of Revenue. These activities include, but are not limited to: the development and communication of major tax policies; the creation and implementation of actions which increase the efficiency and effectiveness of ALDOR; liaison functions with the Governor and governor’s staff; and interactions with various legislators, business groups, and professional associations.

Randall A. Winkler

Deputy Commissioner of Revenue

Randy Winkler began his career with the Alabama Department of Revenue in 1986 as a field auditor for the Miscellaneous Tax Division in Mobile, Alabama. He has worked in numerous different tax types and held various management positions with ALDOR. Randall served as Assistant Director of the Business and License Tax Division prior to being named Director of the Sales and Use Tax Division in 2017.

As Deputy Commissioner, Randy is responsible for overseeing Sales and Use Tax, Property Tax, and Internal Audit and Security, as well as ALDOR’s district coordinators.

A native of Mobile, Alabama, Randy received a Bachelor of Science degree from the University of South Alabama.
