Owners of all motor vehicles who are residents of Alabama, upon application to the judge of probate or commissioner of licenses, complying with the state motor vehicle laws relating to registration and licensing of motor vehicles and payment of the regular license fee for plates as provided by law for the motor vehicle, and the payment of an additional annual fee of $20, shall be issued license plates which shall bear the words “Helping Schools.”

Payment of the required motor vehicle license fees and taxes for the years during which a new vehicle license plate is not issued shall be evidenced as provided for in §32-6-63, Code of Ala. 1975.
Additional Fees:
The net proceeds of the $20 are distributed to the school district designated by the purchaser, or, if the purchaser does not make a designation, to the school district in which the funds were generated to be used for the purchase of classroom supplies and equipment in grades K through 12 of the public schools of the school district. The net proceeds of the $5 shall be distributed to ALDOR.
