To participate in the Alabama Electronic Filing Program, a Software Developer must be approved with the IRS in order to submit linked or unlinked returns. Please refer to the IRS Publication 3112 for information on how to become an Authorized e-file Provider.

If you are interested in participating in the Alabama Modernized Electronic Filing (MeF) program, then please see the information below on how to obtain the Software Developer Intent to Participate and Compliance Agreement.

After your application is approved, you will receive a user ID and password to access the secured website that contains the schemas, business rules, handbooks and tests for each program.

Individual MeF (Forms 40 and 40NR)

Please contact the Individual MeF Coordinator by phone or email to obtain the LOI-I (Software Developer Letter of Intent and Compliance Agreement for Individual Modernized eFile (MeF) Returns Tax Year 2023) for the Individual MeF Returns. A completed and signed agreement must be received by ALDOR by October 2, 2023. Any agreement received after this date will not be accepted.

Note: A separate application is required for each product for the Individual MeF program.

Business MeF

Form LOI-B

The Software Developer Letter of Intent and Compliance Agreement for Business Modernized eFile (MeF) Returns Tax Year 2023 is now available. A separate LOI-B must be filed per development team for each software vendor. All BMF (Business MeF) documents are now on SES (State Exchange System). Please contact an MeF Coordinator to gain access. Submit the completed LOI-B to corporate.efile@revenue.alabama.gov prior to submitting test or production returns.
