SUBJECT: Legislative Acts Effective January 1, 2024 (MVD Memo 2023-007)

Legislative Act 2023-230 updates the distribution of the Emergency Medical Services license plate proceeds to be evenly distributed between the Alabama Association of Ambulance Services and the Alabama Emergency Medical Services Association.

Legislative Act 2023-498 creates the Air Medal distinctive license plate. The plate is only to be issued to Alabama residents who are recipients of the Air Medal.

Legislative Act 2023-516 creates the Operation Inherent Resolve distinctive license plate. This license plate will only be available to military veterans of Operation Inherent Resolve.

Legislative Act 2023-162 creates a distinctive license plate to benefit brain cancer research. The plate is not subject to the Legislative Oversight Committee standards; therefore, there is no precommitment period.

Legislative Act 2023-513 adds the U.S. Marine Corps (USMC) and the U.S. Space Force to the list of service branches available for a military distinctive license plate. §32-6-640, Code of Ala. 1975, is repealed. As a result, the current USMC distinctive license plate (pictured below) will not be available for purchase or renewal.

Legislative Act 2023-405 allows both the current and former chairs of the USS Alabama Battleship
Commission to be issued the USS Alabama distinctive license plate. Currently, the plate is only issued to the current chair; the legislative amendment would also make the plate available to former chairs. The USS Alabama Battleship Commission must annually certify to the Department of Revenue a numerical list of eligible chairs. The list must be submitted at least 30 days prior to the start of each registration year.
