TO: License Plate Issuing Officials
SUBJECT: Distinctive License Plates – Consent to Release Certain Personal Information
Legislative Act 2018-190 was signed into law by Governor Ivey on March 12, 2018. Effective
January 1, 2019, motor vehicle owners obtaining a distinctive license plate, collegiate or
university license plate, or a distinctive license plate authorized by the Legislative Oversight
Committee shall be required to designate his or her consent to release of their name, address, and
email address (if available) to the sponsoring organization, college, or university. The registrant
shall opt in or opt out at the time of initial registration through the licensing official’s office.
Language will be added to the affidavit section of the print-on-demand registration receipt to
capture the registrant’s consent. All subsequent changes to a registrant’s consent shall be made
directly to the Department through a portal.
In order to effectively administer the new law, two (2) fields will be added to the registration file
format to allow licensing officials to capture the registrant’s consent. Additionally, per request
of county system vendors, four (4) blank fields will be added to the registration file format to
allow for additional data to be added in the future, if needed, without programming changes.
Please refer to the attached Registration File Format for the changes to be implemented by
January 1, 2019.
